Using new business models to help vulnerable members of our society
The public sector is currently faced with unprecedented budget cuts alongside a significant demand for public services. Within this context, local authorities are being required to innovate and transform service delivery models.
The main challenge is to target resources to reach the right citizens at the right time with the right intervention. However, this is complicated by siloed data on different systems and a lack of insight-driven operations, which makes it difficult to respond effectively.
EY Seren worked closely with local authorities, partners and external stakeholders to provide an innovation programme for London local government.
EY co-designed new and innovative solutions to some of the biggest issues faced by London local government, such as homelessness and children’s social care, with local authorities. By working closely with these authorities and other partners, we were able to identify implementation opportunities to achieve savings and deliver better outcomes for Londoners through targeted ventures and market-ready partner offers.
Alongside, this EY acted as the interface into the cross-party governance board to manage investment and strategy direction setting across the programme.
This programme has had a significant impact on outcomes for residents. For example, in one London borough, our application of sharing data and developing advanced and predictive analytics has identified 1,700 new families who were eligible for additional support before they reached crisis point. This allowed the local council to provide support earlier and at less cost.
In total, the programme is projected to create approximately £40 million in value for the local authorities over its lifetime.
